Senior officials’ salaries : new government’s instruction

Algiers-A new instruction set the rules for increasing and reducing the salaries of executives.

  • The government has decided to cancel the responsibility premium previously assigned to senior officials. It was replaced with increases based on educational levels and diplomas. The salary will be determined by the performance of duties and work experience.

    By this statement, Prime Minister Ahmed Ouyahia orders the services of the public and all ministerial sectors to review the schemes of allowances of officials and contract staff in order to define the conditions and procedures for revising the plans of compensation and the legal framework that should carry out this operation.

    The salary scale is made on the basis of education and diplomas issued by the various institutions of education and training. The salary of the staff will consist of one main salary plus bonuses to be granted in order to motivate and encourage, and premiums related to certain activities and conditions of employment.

    Regarding the procedures for revising the system of compensation, the Presidential Decree 304-07 of September 27, 2007, joined the staff’s salary, compensation of additional salary and other compensation of similar nature.

    All these payments are included in base salary and this, in order to achieve a better balance between different components of the employee's salary, so it can not reintegrate these compensation again.

    Thus, compensation defined as a percentage is calculated based on the main salary is based on basic salary while some of them will be calculated at a flat rate.

    Compensation Contract staff

    The government, through this statement on the revision of the compensation scheme for civil servants and contract staff, ordered the authority of the public function to contact the Ministry of Finance in order to define the scheme allowance on officials and government institutions. The scheme will be subject to a study in the various departments of the ministry before its approval in accordance with existing legal frameworks.

    The revised scheme of allowances for contractual staff, according to the statement, will be conducted under the same procedures and forms relating to other officials. As for indemnity plans related to officials within the private sector, the instruction states that the initiative will be taken by the various ministries concerned and then submitted to the interministerial committee, chaired by the authority of the Public Service and composed of representatives from the  Ministry of Finance and the Ministry concerned
